Directs overall development and funding of the twelve year Capital Program, the one-year capital budget and advance of program of projects. Presents testimony and conducts public hearings on the Authority’s proposed operating and capital funded budgets. Conducts ongoing analysis of Authority’s financial performance and develops action plans to ensure the Authority achieves balanced budgets. Also, directs financial analysis and special projects to achieve maximum efficiency and effectiveness of the Authority’s resources.<br><br><strong>Specific Responsibilities<br><br></strong><ul><li>Directs the development and administration of fiscal policies and procedures that are used by SEPTA in preparation of departmental/divisional annual plans, goals, and objectives. Prepares and approves preliminary budgets for divisions. Approves revisions as required.</li><li>Reviews annual operating budget requests and ensures that budget authorizations are consistent with available resources and those resources are judiciously allocated.</li><li>Directs overall development and funding of the twelve (12) year capital program, the one year capital budget and advance of investment options.</li><li>Supervises activity of managers who oversee the departmental/divisional and non-departmental operating budgets.</li><li>Supervise activity of managers who oversee Authority capital programs and grant administration.</li><li>Directs financial analysis and special projects to ensure that SEPTA achieves maximum efficiency and effectiveness.</li><li>Directs preparation of the Authority’s proposed and final operating and capital budget publications. Presents budget proposal and provides testimony at public hearings. Presents financial data to Federal, State, City and County officials for subsidy requirements.</li><li>Presents, justifies, and advances capital improvement plans and programs to regional and local planning agencies, joint development committees, and other operating or transportation agencies. </li><li>Coordinates and negotiates with representatives of federal, state, city and county funding agencies to define and develop capital improvements projects and programs to secure funding.</li><li>Monitors the Authority’s spending through the review of budgetary analysis and forecasting. Issues monthly reports of performance vs. budget.</li><li>Directs preparation of forecasts on a monthly basis to ensure the status of the annual performance-against-budget plan is known and develops action plan to close any budget deficits.</li><li>Obtains funding for projects and programs through development of capital grant applications for submission to federal, state and local government agencies.</li><li>Reviews and authorizes personnel requisitions.</li><li>Reviews staff summaries to ensure proposed spending is included in the financial plan and the Authority resources are efficiently utilized.</li><li>Acts as SEPTA’s representative for procurement of electricity and other utilities services.</li><li>Represents SEPTA in negotiations with regional transportation contracted services such as Delaware Transit Corporation, AMTRAK and PECO.</li><li>Acts as financial representative in labor negotiations; policy decisions (merit plan) and other areas having a major financial impact on the Authority.</li><li>Directs preparation of financial projections for SEPTA’s Five Year Strategic Plan.</li><li>Reviews federal, state and local legislative initiatives impacting Authority’s financial state.</li><li>Performs other duties as assigned.<br><br></li></ul><strong>Qualifications And Experience<br><br></strong><ul><li>BS/BA Degree in Public Administration, Finance and Management, and/or CPA certificate plus fifteen (15) years of experience in analytical/accounting field required, including a minimum of five (5) years in a managerial capacity.</li><li>Excellent written and verbal presentation skills required.</li><li>Diverse knowledge that includes accounting, funding, labor relations, personnel and benefits matters required.</li><li>Excellent computer skills, software and mainframe applications required.</li><li>Experience with developing business process and controls required.<br><br></li></ul><strong><strong>Why Join Our Team?
